These are high leverage diagonal cutters from fujiya japan. Made for electricial cabling and are extremely sharp with a great cut. They also feature fujiyas onw "micro mirror blade" which is developed through polishing technology.

These are also flush cut which makes for a clean cut on cable ties and other aplications. 
These are not recommended for anything harder than copper or aluminium cable.
